President Santiago Peña, a strong supporter of the bill, has tasked the Ministry of Environment with overseeing the regulatory framework and monitoring both domestically and foreign-acquired carbon credits. The legislation, officially named the ‘Carbon Credits Bill,’ lays the foundation for certifying carbon capture and facilitating its trade in international markets.

Leading country 2025: Paraguay

Green Cross UK, part of the NGO founded by Nobel laureate Mikhail Gorbachev in 1993 and a UN consultative observer, promotes decarbonization and recognizes leaders making a positive impact on greenhouse gas (GHG) emissions through mitigation, remediation, and compensation.

Host State of COP30: Government of Pará

Governor Helder Barbalho will be the sub-national host of COP30, aiming to build an effective framework for carbon markets at the local level and ensure clear rules for global markets.

Neuquén: Vaca Muerta on the road to Net-Zero

Governor Rolando Figueroa, leading the Vaca Muerta Net-Zero initiative, is implementing technology for transparent and risk-free transactions for the first time in a province, thereby strengthening Article 6.4 from an intermediate government.

Shaping the Future: The Carbon Summit of the Americas!

Led by Green Cross UK and Carbon Pulse, the Carbon Summit of the Americas supports high-level conversations to shape markets and policies for a new carbon era at Climate Week Miami [2nd Edition]. It serves as a platform to share knowledge and experience, scale up solutions, and enable the integration of the Americas from the United States.

Only 100 of the hemisphere’s top leaders—political, corporate, scientific, and others—will meet annually by invitation only, in conjunction with a tennis final match featuring two former ATP #1 ranked players at the Miami Earth Cup, during the week of Earth Day. The focus will be on finding concrete solutions, making announcements, presenting new projects, establishing bilateral government agreements, and conducting effective carbon market transactions.

The summit will advance four pillars of a robust carbon market:

1.      Risk hedging as a guarantor of carbon market scalability

2.      New financial instruments to provide the capital needed for carbon market growth

3.      National and Subnational government leadership in carbon markets despite the inaction of major emitting nations

4.      Advanced technology solutions that promote and accelerate climate action, ensuring traceability and ESG accountability.

Eleven talks will be integrated into the summit, aiming to address the most significant barriers to scaling the carbon market. An updated program for the event can be found here.

media Room

A designated media interview area will be available for all sponsors to make important announcements that can be amplified by the press across the Americas and worldwide.

CARBON BILATERAL

A space for public or private bilateral agreements where carbon ecosystem actors can promote their leadership, allowing for a total of 25 attendees, who can be invited by the sponsors.

ACCELERATING THE TRANSITION WITH CONSERVATION

Global Biodiversity Framework 30x30 Kunming-Montreal:

The Kunming-Montreal Global Biodiversity Framework (GBF) was adopted during the 15th Conference of the Parties to the Convention on Biological Diversity (CBD COP15) after a four-year consultation and negotiation process. This landmark framework, which supports the achievement of the Sustainable Development Goals and builds on the Convention's previous Strategic Plans, sets out an ambitious path to achieve the global vision of a world living in harmony with nature by 2050. Key elements of the Framework include four targets for 2050 and twenty-three targets for 2030.

The Regulatory, Transparency, and Scalability Solutions of the Carbon Market:

The 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP30) returns to Latin America for the first time since 2019, and ACTO leads the Regional Observatory of the Amazon following last year's Belem Amazon Summit.

Brazil's presidency has set the goal of zero deforestation by 2030 within a framework of governance, satellite technology, and transparency for a world that aims to increase its protected areas by 30% by the end of the decade. Carbon markets face challenges in scaling and integrating globally. Despite the criticism, both government-run regulatory systems and the growing voluntary market for offsets can make significant contributions to controlling global emissions.

If major economies adopt legally binding net-zero emissions targets, border taxes would compel industrialized nations that trade with each other to adopt a common approach to pricing carbon. The Americas must play a key role in establishing the new rules of the game.
